I have a 7 month old girl, she's very good with her tray but won't go outside for her business! I have put some of the gravel down on the soil and she went for a wee once but has not been again out side she spends quite a lot of time out now but always comes in to use the tray. I have picked it up during the day when I'm around as it's needed for our old girl when she can't get out as we do not have a cat flap.

You need to put some of the 'used' gravel out on the soil, try to find a sheltered area. When she comes back in from being outside, carry her out and place her on the gravel, if she does perform, praise her and give her a tasty treat. As you don't have a cat flap you will need to leave a tray down for the cats to use if necessary.
