Yes absolutely they can. I used to be a greyhound vet at a racing track and I saw ears going in every direction. When the greyhounds saw the lure and were excited there were a lot of raised ears in excitment but most go back to a normal position when the excitment was over. Some have ears that naturally sit higher than others, and some have one up and one down. It shouldn't be anything to worry about
